MODUS X shared best practices for operating an effective SOC at the EBA roundtable on energy cybersecurity

Oleksandr Matenko, Head of Information Security, took part in the panel discussion “Practical Cases: Protection of Critical Infrastructure and Business” as part of a roundtable organized by the European Business Association, focused on cybersecurity in the energy sector, regulation, protection case studies, and future risks related to artificial intelligence and NIS2.


The panel was moderated by Anzhelika Livitska, Partner at Arzinger. Alongside Oleksandr, insights were shared by a representative of the State Service of Special Communications, as well as Uri Sadot, CEO of SolarDefend and Head of the Cybersecurity Working Group at SolarPower Europe.


Cybersecurity practices and the scale of threats

For more than two years, MODUS X has maintained a system of key metrics — incident acceptance time, time to initial analysis, and recovery time. These indicators are regularly reported at the top management level.


The speaker also placed special emphasis on red teaming practices: a dedicated team can initiate simulated attacks without prior notice to assess the response of SOC analysts.

You cannot simply build an SOC, have 1,000–2,000 correlation rules — and that’s it. Regular red teaming, penetration testing, and continuous upskilling are the foundation, Oleksandr emphasized.

In 2025 alone, the team recorded approximately 60 million attack attempts on the Group’s infrastructure. To put the scale into perspective, DTEK’s public attack surface includes around 300 external websites.
